Somaliland National Youth Organization (SONYO)

SONYO is proud of its member organizations actively working to improve the human rights situation in Somaliland.

Somaliland Voluntary Youth Organization (SOYVO) - based in Burco, works with prisoners in Burao prison conducting literacy classes among prisoners. They are also active in educating young prisoners on the issue of HIV/AIDS and drug use.

SOYVO is also active in organizing conferences to involve the youth in protecting peace and security situation in the country.

A Joint statement of the Somaliland Human Rights Network on the killings of humanitarian workers in Somaliland

We, members of 63 human rights organizations from Hargeisa, Burao, Berbera and Borama, deeply express our condolence to the family and compatriots of GTZ female Kenyan consultant in this unfortunate incident. The Somaliland Human Rights Defenders, together with the Somaliland people and members civil society organizations,are deeply outraged, shocked and saddened by this violent death.

We recognize the efforts of the government in their timely communication with the public everywhere to make them aware of this shocking incident

We recognize the efforts of the government on its abrupt coordination with police enforcers. This timely communication made it possible for Dhoqoshey community to ready itself, fight with the criminals and to eventually capture them.

We commend the Doqoshay villagers and the people of Burao in their vigilance that led to the capture of the killers. They showed great bravery and rendered a great service to their nation.

We support the Somaliland civilians who demonstrated in Hargeisa and kept vigil in front of Hargeisa Central Police Station and Khayria Public Square, our brothers and sisters in Burao, Borama, Sheikh, Gabiley and Berbera for peacefully expressing their concern on the situation.

We condemn the failure of the government to bring the alleged suspects of Annalena Tonelli, as well as Richard and Enid Eyeington who until now remain in jail and have not been brought to court.

This shows the weakness of the government to protect its people and foreigners from armed attackers, as manifested by the ambush of GTZ vehicle that led to the death of a Kenyan consultant and injury of German Program Manager and Somaliland police.

It shows that law enforcement is weak and law and order is fragile that leaves even the capital, Hargeisa vulnerable to attacks and destabilization.

The Somaliland human rights defenders are concerned about the repeated occurrence of such violent attacks specially targeting the people who come here to assist the country and whose assistance is badly needed by the Somaliland people.

We recognize that the poor population of the country are the most affected as the international organizations and agencies supporting the communities desert Somaliland.

We believe that the ambush is a signal of a war against the peace, human rights, law and order and the stability of Somaliland that promotes danger to the security of the country and the Horn of Africa region and the world too.

Thus we appeal:

To the law enforcers to speed up and conduct an effective investigation of those suspected of the killings of Annelena Tonelli, Richard and Enid Eyeington and the recently captured attackers of the female Kenyan consultant, and to bring them to justice. Justice delayed is justice denied!!

To the government to collaborate with the countries of the slain humanitarian workers (UK, Italy, Kenya,Germany) to investigate the killings and to include other international bodies that may help in fast tracking the investigation.

To the Somaliland Government Attorney General to immediately bring the captured suspects to public trial so that justice is served.

To the Minister of Interior to exercise public accountability and responsibility by providing information to the people about the developments of the killings of foreign humanitarian workers to appease the rising resentment of the public.

The Human Rights Defenders are calling other members of the civil society, people in communities both in major cities and rural areas to assist the law enforcement agencies in strengthening security by:

o policing the community and reporting any information that may lead to the resolution of the killings and other crimes.
o contributing facilities like transportation, communication and funds that may assist in increasing the motivation and capacity of law enforcers in resolving the crimes.
o training police enforcers in human rights and peace promotion activities.

To the IGAD, African Union, UN and other international organizations to assist Somaliland that have proven its commitment in promoting peace and stability in the region despite difficult conditions to protect its boundaries from terrorists attacks and destabilization efforts.

Yousuf Saed from SOYDA (Human rights officer) facilitated the discussion of 22 participants from SONYO members in Hargeisa. They were divided into four groups; every two groups discussed one question. This was followed by a group presentation.

Group results were as follows:
Identify Human rights problems of the youth?

1. Lack of Access to Education as caused by:
a) Excessive School fees
b) Lack of school Facilities
c) Lack of teachers especially secondary schools and rural area
d) Less school buildings in comparison with the youth population
e) No text books
f) Lack of non-formal education schools
g) Lack of schools in rural area
h) No enough teachers salary
i) Lack of family knowledge and support on education

Group one and group two proposed the following institutions to take the responsibilities in addressing these problems:

I. Government particularly the Ministry of Education
II. Business People
III. Parents
IV. Fellow Youth
V. UN and International NGOs

In order to gain more information further study is recommended, to do this SONYO should coordinate with the following:

b) Government especially the Ministry of education,
c) UN agencies,
d) International NGOs,
e) Local NGOS and all levels of society, include the:-

I. elders,
II. religious leaders,
III. nomads,
IV. urban dwellers,
V. traders and etc

2. Lack of access to Sports:-
o Less playgrounds
o Lack of leisure facilities of sports
o Lack of sport training
o Absence of sport clubs

Both groups agreed that he government is responsible in large with sports. Business people can also take their role in supporting sports clubs and teams in their endeavor to promote sports as a peace building activity.

The simplest way to do is to carry out a research and contact with the government especially the Ministry of Youth and Sports, the UN, International NGOs, Local NGOs and youth involved in sports and previous experienced players. SONYO should also conduct meetings and discussions about sports development and focus on reaching out more number of children and youth to have access to play various sports activities.

3. Lack of Juvenile justice:-
o Sentencing without trail of children and youth in jails
o Prolonged detention suffered by youth
o No rehabilitation during their imprisonment
o Arrested youth are combined with murders, and gangsters
o Unqualified/untrained judges

As described by group one and two the responsibility of improving the condition in the country’s prisons system lies primarily with government particularly with the Ministry of Justice in direct coordination with the judicial system and the custodial corps.

Group one and two mentioned as to conduct a research must focus on interview with youth prisoners who have suffered miscarriage of justice, this should also deal with observing court proceedings and interviews conducted with judges, lawyers and other legal professional to asses the needs for an improved service, and forgiving the youth with the illegal sentences.

4. Lack of freedom to choose partners for marriage:-
o Lack of choice
o Forces young girls with adult man.
o Mistaken belief of FGM

These above problems responsible for the parents in large, Government especially ministry of religion, religious leaders should also take part in educating the community to allow youth to choose.

5. Lack of access to political participation:

o This is not mentioned in the Somaliland constitution
o Limitation of age in the constitution for Presidency and Parliament
o Youth are unaware of their rights for political participation
o Domination of adult politicians and disregard to hear the interests of the youth
o Cultural segregation

Political parties and the parliament have huge responsibilities to respond to these problems. Youth organizations should take the lead to push for their own political participation. SONYO should create political department within the SONYO Umbrella.

The second question described by group three and four, which is what is the human right awareness for youth? What are the problems? and how we can overcome?

On the question of the youth’s capacity to launch human rights awareness campaigns:

The two groups agreed that;

§ Limited awareness among the youth and facilities that may facilitate the campaign to educate youth on human rights.
§ Low level media support to youth issues
§ Low level of knowledge on Human rights Laws and instruments
§ Government domination of media

To do this SONYO should engage the following institutions and persons to raise the level of human rights awareness:

¨ Government
¨ Civil society groups include youth organizations, and
¨ Legislatives bodies,
¨ The parliament,
¨ The house of elders,
¨ The Ministry Interior,
¨ Ministry of Justice
¨ Ministry of Information
¨ Ministry of education
¨ Ministry of Health
¨ Ministry of religious affairs
¨ The police
¨ Potential promoters of human rights
¨ Religious leaders
¨ Human rights activists
¨ Clan elders and
¨ The independent media.

The way forward should be:

a) To organize cooperation among youth groups an discuss their rights
b) To get national policy towards youth on human rights
c) To make awareness campaigns and send messages to the local community through media.
d) To make very active human rights network among the youth
e) To teach and make the youth aware of international laws on human rights
d) To make investigation teams to document cases of violations

As part of the Somaliland National Human Rights Network, SONYO is committed to push for the realization of the the appeals written below:

December 10, 2003

This Declaration of Call to Action from Somaliland civil society groups and traditional leaders (Aqils of Togdheer) is a consolidated document that resulted from symposium-workshops held in Burao, Borama, Berbera and Hargeisa from December 6-9, 2003 in celebration of the International Human Rights Day.



1.1. To the Ministry of Justice to take more effective measures to protect individuals and communities of minorities against intimidation, arbitrary arrests and imprisonment, harassment and rape; further, to arrest and prosecute individuals who are accused of committing crimes against members of these vulnerable groups.

1.2. To Members of Parliament to take issues of discrimination and segregation of minorities more seriously by passing a law that protect the rights of minorities in Somaliland

1.3. To the Sheikhs, as respected leaders of the community to preach about the rights and responsibilities of everyone to respect them as individuals.

1.4. To the media to continue their resolve to protect the minorities by exposing human rights violations.

1.5 To the government and international agencies provide employment, formal and non-formal education


2.1. To the Ministry of Public Service and Housing, issue expeditiously regulations that require all buildings and infrastructure accessible to all physically challenged individuals e.g. ramps.

2.2. To the members of the Parliament, Ministry of Health and Labour and Civil Service Commission to repeal Article 8 of the Civil Service Commission Law which deprives physically challenged individuals of employment opportunities in governmental offices.

2.3. To UN Agencies and International Non-Government Organizations to abolish all discriminatory policies, formulate and prominently display their equal opportunity policy that gives particular attention to the physically challenged individuals with deformities.

2.4. To local and international non-governmental organizations to make firm their commitment to protect and advance the rights of people with disabilities by working together with the physically challenged in pushing for Somaliland’s development and progress.


3.1. For United Nations High Commissioner on Refugees (UNHCR)

a) To resettle refugees who are in Somaliland to a 3rd country that is more likely to provide them with basic social services and employment.

b) To establish and implement a modality that will assist refugees with obtaining vocational training.

c) To provide uniform ID Cards to refugees so as to protect them from arbitrary arrests and harassment.

3.2. To the Somaliland government and UNHCR to:

a) Expedite the process for awarding asylum and refugee status.

b) To take special and immediate steps to reduce the existing back log of asylum and refugee status seekers.


4.1. To protect the rights provided by Shariah to women and children, for example:

a. Provision and fair division of inherited wealth after the death of a relative or parent;
b. The right and freedom to widows to decide on whom to marry without precondition under the provision of Sharia Law;
c. Protection and provision of appropriate care and education to orphaned children, primarily by the clan and legitimate relations, collecting and handling over to proper caretaker of children without parents and/or caretakers.

4.2. To Somaliland population

a. To understand that community is generated from a family and a good family is established by appropriate and legal marriage. The success of lasting marriage comes from the freedom of choice of partners, abiding by the principles of married life and shared respect and patience of marriage partners.

b. To exercise special population by all marriage partners and relevant clans to protect legitimate marriage.

If divorce is unavoidable, there should be peaceful and amicable settlement of her property

4.3. To parents that they provide equal opportunities to their female children in areas of education and sports.

4.4. To government leaders to encourage female members of the community to actively participate in community affairs and decision-making.

4.5. To the Ministry of Religion and Endowment to train women scholars in harnessing their understanding of Islam.

4.6. To the government to ensure that water supply should be easily accessible to women

4.7. To the communities to encourage boys to participate in household chores and responsibilities purely relegated to women.

4.8. To Members of Parliament to pass laws ensuring women’s quota to hold public office.


5.1. To the Ministry of Interior to expeditiously complete the investigation within a month and provide the public with an interim report about the investigation on the murder of foreign humanitarian workers to put questions of the public to rest.

5.2. To the Ministers of Education and Health, Ministries whose areas of work and services were affected by the killings of Annalena Toneli and Richard and Enid Eyeington to give special and immediate attention to the resolution of the cases.

5.3. To the Ministry of Planning to take the necessary steps to involve local communities, local leadership structures including traditional leaders and elders to ensure that mechanisms to protect foreign humanitarian workers are in place.

5.4. To the government to provide information and encourage Somalilanders in the diaspora to cooperate with the investigation efforts and closely monitor their respective communities and provide the government information relevant to the case.

5.5. To the government to take steps to guarantee the safety of all humanitarian workers with particular attention to facilitating their freedom of movement throughout Somaliland.

5.6. To the communities to take active role in performing their responsibilities in working with the law enforcers in ensuring the security of foreigners living in the country.


6.1. The government must terminate the practice of holding persons in jails and prisons without trial beyond 48 hours.

6.2. In cases were individuals have been deprived of their liberty i.e. kept in police custody without trial, beyond a reasonable period, those individuals must be compensated by the Government.

6.3. If the Government does not produce evidence that justifies remand of an accused person that person must be released immediately.

6.4. The government should take all steps necessary to assure that the human rights of incarcerated individuals are upheld. In furtherance of that assurance that all incarcerated individuals should :

a. Be free from all forms of torture, physical and psychological, cruel and unusual punishment.
b. Have proper food
c. Have proper medication
d. Proper cloth and clean cells
e. Have open air and sun
f. Be separated according to gender, age and criminal offense.
g. Be taught Religion and Islam in jails so their behaviour be changed.


1. To the government to take all steps necessary to respect the rights of civil society organizations.
2. To the government to respect the freedom of the press, access to information and the freedom of expression and opinion and to abide by the articles of the International Declaration of Human Rights.
3. To organizations to carry out their mission of public service and human rights advocacy without fear of government harassment.


1. To the government to ensure that rules and regulations to resolve land and water disputes are in place and actively implemented. These result should be against bribe and other corrupt practices.

2. To the government to set up policies and mechanisms that proper registration of
properties are made.

3. To the government consistent with its public responsibilities, protect from defacement and properly maintain all public cemeteries and mass graves particularly those used by the poor and those killed during the war.

To establish, protect and maintain new public cemeteries that are outside of the city limits.

4. To the government to adopt serious measures against land grabbing.

5. To the courts to prosecute surveyors (geometricians) who have committed grave mistakes that resulted to land disputes.

6. To the local government to ensure that capacities of members of Lands management committees are developed and that the committee should be provided with necessary facilities and resource.

7. To the government to ensure seasonal protection of communal grazing reserves against enclosure, charcoal burning and grazing violators and intruders.


1.To the Ministry of Justice:

a. To properly train men and women police in the procedure for conducting investigations and security measures with respect to human rights principles.

b. To provide the police force with necessary facilities to fight crimes i.e. logistics, communication facilities.

c. To formulate a police code of conduct that prohibits officers from intimidating, harassing, assaulting, beating individuals while conducting investigations.

That the code of conduct be enforced to the full effect of the law.

2.To the government to ensure that there is a strong collaborative relationship between the community and police particularly in fighting crimes and crime prevention.

3. To the Ministry of Education to ensure that issues pertaining to peace and security are incorporated in school syllabus (both formal and non-formal education) to produce a better-informed generation on peace building.

4. To the communities to stop giving bribes to the people working for the judiciary e.g. lawmakers, judges and the police force.

2.3. 3.Ilaanlinta dadka qaxoontiga iyo magan-gelyo doonka ah.

4.2.Ku Socota dadweynaha Somaliland

6.Xuquuqda dadka maxaabista iyo shakhsiyada la qabto ee la hayo

6.1.Xukuummada:waxaa ku waajib ah in ay joojiso dhaqanka ah dadka oo jeelka lagu hayo muddo 48 saacadood ka baddan , ayada oo aan maxkamad la hor-geynin.

6.2.Xaaladda ay dhacdo in dad laga xarrimo xorriyaddahooda ,taas oo waqti dheer la iskaga hayo xarumaha boliska maxkamad la,aan ,waa in dawladu dadkaas siiso magdhow.

6.3.Haddii xukuummadu keeni kari weydo sabab cad oo qofka la eedaynayo xabsiga loogu sii hayn karo ,waa in qofkaas qumaati xabsiga loo sii daayaa.

6.4.Xukuummadu waa in ay qaaddo dhamaan talaabooyinka lagama-maarmaanka ah ee xaqiijinaya dhawridda xuquuqda dadnimo ee dadka xidhan ,taas oo uu qof kasta oo dadkaas ka mid ahi u leeyahay:

7.Xuquuqda dadka cudurka HIV/AIDS ka qaba

7.1.Xukuumadda iyo ururrada aan dawliga ahayn ee maxaliga ahi waa in ay sii wadaan dagaalka ay kula jiraan HIV/AIDS ee ku saabsan kor u qaadidda wacyiga bulshada

7.2.Xukuumadda iyo Hayadaha Caalamigu in ay sii wadaan kaalmada ay u fidiyaan dhismayaasha fududaynaya xannaanada iyo adeegga la talinta ah ee ku wajahan baahiyaha dadka uu cudurka HIV/AIDS helay.

7.3.Xukuummaddu: in ay u hawlgasho hirgalinta rugo lagu shay-baadho dhiigga oo lacag –laan ah.


1.Xukuummaddu: in ay qaaddo dhamaan talaabooyinka loo bahan yahay ee ku saabsan dhawridda xuquuqda bulshada rayidka ah.

2.Ururradu.waa in ay hirgeliyaan waajibkooda ah u adeegga dadweynaha iyo baaqa difaacida xuquuqda aadamiga iyaga oo aan ka cabsanaynin carqalado kaga imanaya xukummadda

3.Xukuummaddu:waa in ay xurmayso xorriyada saxaafada, xaqa helitaanka wararka iyo xorriyadda cabbiridda ama muujinta iyo gudbinta rayiga iyo afkaarta uu qof waliba qabo,loona hogaansamo qodobbada baaqa caalamiga ee Xuquuqda Aadamiga.
